There are many reasons for engaging a consultant. They are independent contractors who are not on the payroll and may be used as much or as little as needed.

They provide a flexibility to businesses and benefits to both parties, although care is required to avoid a sham, in cases where the consultant should in reality be treated as an employee or worker.
